Prior to joining QInvest, Elmer was Department Head, Risk Management at Gulf Investment Corporation based in Kuwait. He started his banking career at United Saudi Commercial Bank as Credit Officer before moving to The National Commercial Bank, Saudi Arabia as Senior Relationship Manager where his portfolio included syndications, securitization and structured financing. He rose to senior management roles as Risk Manager at The National Bank of Bahrain and Head of Risk Management Division at Bank of Kuwait & The Middle East with broad risk responsibly across credit, marketing, operational and interest rate and liquidity risks.
Elmer’s experience spans 24 years in banking, covering risk management, asset liability management and account management. He is credited with instituting and improving risk management and asset liability functions from the ground up in two GCC banks securing approval from both regulators and auditors.
He holds a Masters degree in Business Administration from De La Salle University and a Bachelor of Science degree in Business Management from Ateneo de Manila University. He is also a Certified Risk Specialist granted by the American Academy of Financial Management, a Certified Risk Analyst granted by the Arab Academy for Banking and Financial Sciences and a member of the Global Association of Risk Professionals.
