Bernard joined QInvest after serving as a Senior Attaché in the Legal department of the Central Bank of Lebanon. He joined the Central Bank of Lebanon as a Legal Counsel in Financial products and E-banking and was promoted to Head of Financial products and E-banking. Bernard has vast experience in financial legal systems spanning over ten years and garnered from legal regulatory exposure and an academic teaching career in financial, fiscal and contract laws in the three leading universities of Lebanon. As a result of his expertise in financial market operations legal frameworks he was responsible for drafting the Islamic Finance regulatory and legal framework in the Republic of Lebanon, legislative prepositions to payment systems such as credit cards debit cards, settlements, clearing E-checks, E-money and netting among others. The Parliamentary Financial Committee and the Central Bank Islamic Finance Committee have honoured him with appointments as Consultant member.
Bernard holds a Masters of Laws degree in European law from Lausanne University Switzerland, Masters of Laws degree in International Economic Law from Geneva University Switzerland, a B.A. degree in Law from the Lebanese University and Diploma in English Legal Methods from Cambridge University UK. Presently Bernard is a doctoral candidate at the University of Zurich researching legal aspects of financial stability-risk mitigation’. He is fluent in Arabic, French and English.
